Renewable energy goals

California is a perfect example of RPS (Renewable Portfolio Standard) failure: Seven years after adopting a 20%-by-2010 RPS mandate, California's deployed renewable energy percentage has not changed!

California Legislators have realized that we need something new and so now, AB1106 is working its way through the Legislature. AB1106 is the bill that implements the REESA FIT and is currently the FIT Coalition's first priority.

Feed-in Tariffs

Feed-in tariffs have proved to be the most successful policy for accelerated deployment of renewable energy.

Several governments in Europe and Canada have implemented feed-in tariffs to meet their RPS goals. Last year, Germany alone added ten time more solar-generation capacity than the state of California, despite California having a solar resource 50% better than Germany's.

Renewable Energy & Economic Stimulus Act of 2009 (REESA)

The REESA FIT is a comprehensive, cost-based Feed-In Tariff (FIT) in California designed to work in concert with existing programs and not interfere in the jurisdiction of any existing programs for renewable energy.

It taps into the Wholesale Distributed Generation (WDG) market segment consisting of 20 megawatt-and-under projects that are interconnected to the distribution grid which on average in California, has a value boost of more than 35 percent over transmission-interconnected generation.

Under the REESA FIT, energy generated will not offset any onsite load, be net metered, nor be eligible for CSI or SGIP incentives. Instead all the energy is sold to utilities, bundled with all renewable energy attributes including the Renewable Energy Certificates (RECs), which will count toward utilities’ RPS requirements

  • AB1106 was passed out of the Senate Energy Committee on 7/7/09 and referred to the Senate Appropriations Committee
  • The FIT Coalition and several prominent partners submitted letters of support for AB1106 with suggested amendments on 7/1/09

  • SB32 was amended and submitted to the Assembly Energy and Commerce Committee on 7/1/09
  • AB1106 was amended and submitted to the State Senate Energy, Utilities and Communications Committee on 6/25/09
